Sustainable development means development capable of ensuring "that the needs of the present generation are met without compromising the ability of future generations to meet their own".
This process links the protection and enhancement of natural resources to the economic, social and institutional dimensions in a relationship of interdependence, so that the needs of today's generations can be met without compromising those of the generations to come. Air pollution generated by human activity (anthropogenic pollution) is one of the main areas of concern in protecting the environment.
As regards the abatement of NOx (nitrogen oxides), the best available techniques for emission control are a combination of general primary measures, which limit formation, and secondary measures such as staged combustion and selective non-catalytic reduction (SNCR). The emission level associated with the use of these BAT is 200-500 mg NOx/m3. The BAT conclusions also state that the BAT for reducing NOx emissions is selective catalytic reduction (SCR), with an associated emission level of 100-200 mg NOx/m3 (expressed as NO2).
Since SCR NOx abatement systems have been successfully installed on cement kilns, the European market will move in the near future towards cutting NOx emissions with SCR systems in order to meet the required emission levels. SCR systems can be High Dust (HD) or Low Dust (LD), operating at high (280-350°C) or low temperature (150-250°C) depending on the dust load and composition of the flue gas and on the type of catalyst used. In cement works with cyclone preheater kilns (PRS), the trend is to apply high-temperature HD SCR systems. An SCR system is similar in size to a preheater tower, so installation issues relate not only to the technology but also to the space available for retrofitting an existing kiln. The engineering and constructability of such a structure have to be studied for each new project.
